If you send a request under domain administrator credentials
when using the Delete method to delete an application pool, the IIS
metabase will retain the AppPoolId key in the websites of former
members of the deleted application pool. Thereafter, an attempt to
start an orphaned website might cause the following error in the
XML response: "Failed trying to start the currently stopped server
IIS://whveritest/W3SVC/20 ServerState 0x8007041d: The service did
not respond to the start or control request in a timely fashion."
This is expected behavior because the IIS Provider does not
implement any business logic.
