To change the order of status filter rules
- 
In the Configuration Manager console, navigate to System Center Configuration Manager / Site Database / Site Management / <site name> / Site Settings / Status Filter Rules.

In the results pane, right-click a status filter rule, and then click Increment Priority or Decrement Priority. 
- 
Repeat step 2 until the status filter rule is where you want it. Status filter rules are evaluated starting from the top of the list. If the Do not process lower-priority status filter rules option has been set for any rule, evaluation stops when a message matches that rule; otherwise, a message can match several rules.
