The Configuration Manager 2007 System Health Validator point will determine that a client health status is non-compliant if the following option is set and the client statement of health is created before or on the configured date and time: Date created must be after (UTC).
To configure the option 'Date created must be after' for the statement of health time validation

In the Configuration Manager console, navigate to System Center Configuration Manager / Site Database / Site Management / <site code> – <site name> / Site Settings / Component Configuration, right-click System Health Validator Point Component, and then click Properties.

On the General tab, select Date created must be after (UTC) and then set the date and time.

Click OK.
