• Caller must be at least a member of role: UserCreators.
• If the prerequisite services are present, the procedure returns nothing. If any of the prerequisite services are not present, an exception is thrown.
• The missing prerequisite services exception returns all missing dependencies.
• The test for prerequisite services is done through the relationship of the Customer Plan with the Plan Type. One property of a plan type is the serviceId.
