If the SMTP Domain does not have an owner, this procedure should
fail. If the owner of the SMTP Domain is still in Active Directory,
this procedure should also fail.
Security
This procedure does not check the owner of the SMTP Domain, so
user must be a member of the DomainAdmins role to perform
this action.
