The Setup wizard can run only on a site server. However, your Configuration Manager environment might contain more than one site server in the hierarchy. In such a scenario, it is recommended that you run the Configuration Manager 2007 Inventory Tool for Microsoft Updates Setup wizard on the primary Configuration Manager site server that is highest in the hierarchy, such as a central site server. Alternatively, the Configuration Manager site server that you choose should have the highest coverage of all Systems Management Server 2003 client computers that you want to manage in your environment. That way, the objects that you create (collections, packages, and programs) will automatically flow down your site hierarchy.
