The Microsoft Exchange Server 2010 Management Pack for System Center Operations Manager monitors the Windows Application log on computers running Exchange 2010 and generates this alert when the events specified in the following Details table are logged.

- From the Operations Console, double-click this alert, and then
click the General tab. Review the description of the alert
that includes the variables specific to your environment.
- From the Operations Console, double-click this alert, and then
click the Alert Context tab. Review the logged events that
meet the criteria of this Operations Manager alert.

Explanation
This event indicates that the Microsoft Exchange Hub Transport agent could not load the file that lists the supported mobile operators and their capabilities. To obtain the list of supported mobile operators, the transport agent and the Exchange Control Panel load the following files:
- \Program Files\Microsoft\Exchange
Server\v14\bin\TextMessagingHostingData-System.xml
- \Program Files\Microsoft\Exchange
Server\v14\bin\TextMessagingHostingData-Site.xml
The TextMessagingHostingData-System.xml file is included with Microsoft Exchange Server 2010 and contains the supported mobile operators that have been verified by Microsoft. The TextMessagingHostingData-Site.xml file is created by the administrator. It provides information about additional carriers that are not included in the TextMessagingHostingData-System.xml file.
User Action
To resolve this error, do one or more of the following:
- If the TextMessagingHostingData-System.xml file cannot
be loaded, you must restore the file from the Exchange installation
source.
- If the TextMessagingHostingData-Site.xml file cannot be
loaded, an error occurs. In this case, you must edit the
TextMessagingHostingData-Site.xml file and fix any
formatting or compliance errors.
- Review the Application log and System log on your Exchange 2010
servers for related events. For example, events that occur
immediately before and after this event may provide more
information about the root cause of this error.
- To review detailed information about the cause of this alert,
use the Operations Console in Operations Manager. For more
information, see the "Introduction" section in this topic.
- Resolve your issue by using self-support options, assisted
support options, and other resources. You can access these
resources from the Exchange Server Solutions Center. From this page,
click Self-Support Options in the navigation pane to use
self-help options. Self-help options include searching the
Microsoft Knowledge Base, posting a question at the Exchange Server
forums, and others. Alternatively, in the navigation pane, you can
click Assisted Support Options to contact a Microsoft
support professional. Because your organization may have a specific
procedure for directly contacting Microsoft Technical Support, be
sure to review your organization's guidelines first.
